Schwab is establishing a regulatory reporting quality assurance program that will be responsible for risk assessing, scoping, testing, and results reporting for key regulatory reports, including the FR Y-9C, FFIEC 031, FR Y-14M/Q, and FR 2052a, in alignment with company and regulatory expectations. The regulatory reporting quality assurance team will provide independent and objective assessments that reported data is accurate, complete, consistent, and compliant with regulatory instructions via transaction and conformance testing, which directly supports Schwab’s regulatory compliance outcomes.

The Director, Regulatory Reporting Quality Assurance Lead, will be the first employee dedicated to the quality assurance (QA) program and will establish, lead, and continuously improve the QA program. The Director will have the authority and opportunity to build a program from the ground up, to make decisions that have visibility to Schwab executives and regulators, and to influence Schwab’s regulatory reporting integrity and overall data risk management. The Director will initially be an individual contributor role, and the Director will oversee a full-service professional services firm that will partner with the Director to establish the program based on current industry and internal practices, and to execute the testing. The Director will be responsible for all day-to-day activities of the QA program and will make decisions with advice provided by the professional services firm. As the Director grows in the role, they will rely less on advice and more on their experience and judgment to make strategic program decisions. The Director will have an opportunity to become a people leader once the program is established.

The Regulatory Reporting Quality Assurance Testing team will be part of the Corporate Controller organization, and the Director will report to a Managing Director, Audits and SOX Compliance. The Managing Director will be ultimately accountable for the QA program’s success, and the Managing Director will provide requested program support, approve significant decisions, and be a point of escalation for the Director.

What you have


  • Bachelor’s degree in Accounting, Internal Audit, Finance, Data Analytics, or Information Technology required
  • 10 or more years of experience in regulatory reporting, internal audit, or data governance within financial services
  • Experience leading audit, QA, or testing teams
  • Deep knowledge of Federal Reserve reporting requirements (FR Y-9C, Y-14, 2052a), FFIEC Call Reports, capital/liquidity reporting, and banking products
  • Technical aptitude to converse with technology personnel about data flows and transformations, and to understand systems documentation and configurations
  • Trailblazing attitude coveting the opportunity to build a program in a fluid environment
  • Strong project management, prioritization, and problem-solving skills
  • Detail oriented, adaptable, and initiative taking working style
  • Ability to build crossfunctional relationships and to influence without direct authority
  • Effective communication skills, including the ability to prepare executive-level reporting and to articulate complex topics in simple terms
  • Comfort operating in deadline-driven environments

What you'll do:

Program Design & Strategy

  • Lead the design, implementation, and execution of a comprehensive QA program strategy and framework in alignment with company and regulatory expectations and that covers data sourcing, data transformation, and reporting outputs.
  • Create and maintain annual QA plans, sampling methodologies, testing templates, test scripts, and evidence retention standards.

Cross-Functional Collaboration

  • Build relationships across Finance, Technology, and other Schwab departments to validate data lineage and data transformations.
  • Leverage relationships, including with senior leadership, to support risk assessment and scoping decisions, and to resolve QA testing challenges.
  • Participate in data issue management forums to support timely issue communication, triage, severity assessment, and resolution.

Testing Execution & Oversight

  • Oversee product-based transaction testing and conformance testing across in-scope regulatory reports, including reviewing the work performed by professional services personnel.
  • Monitor professional services personnel for adherence to contractual obligations and program expectations.

Reporting & Regulatory Engagement

  • Establish and maintain QA program metrics for presentation to senior leadership and governance committees.
  • Support internal audits and regulatory examinations by representing the QA program in discussions and by providing requested documentation.

Leadership & Continuous Improvement

  • Apply a challenger mindset to continuously improve the program in a manner appropriate for Schwab’s size and complexity and for evolving expectations.
  • Keep up to date on regulatory expectations, including conformance rules, to evolve the framework and testing approaches.
